Soap scum is chemically bonded to tile surfaces as calcium stearate.

Alkaline cleaners at pH 9–10 reverse the formation chemistry: the alkaline hydroxide ions react with the calcium stearate and reform the original water-soluble soap compounds, breaking the adhesion to the tile surface.

This is why alkaline bathroom cleaners require so much less scrubbing effort than neutral alternatives on soap scum — the chemistry does the detachment work, leaving only the wiping for you.
