Hypochlorous Acid (HOCl): What It Is, Formula and Uses

CDC states that chlorine’s microbicidal activity is attributed largely to undissociated hypochlorous acid (HOCl), and that efficacy decreases as pH rises and more HOCl converts to hypochlorite ion.
Hypochlorous acid is the chlorine species that explains much of the antimicrobial behaviour of chlorine in water. It is closely related to sodium hypochlorite, but it is not simply another name for bleach.
For facility teams, the useful distinction is chemical: sodium hypochlorite supplies chlorine to water, while hypochlorous acid is one of the active aqueous chlorine species that can exist once that chemistry is in solution.
What is hypochlorous acid?
Hypochlorous acid is a weak chlorine oxoacid with the formula HOCl, also written HClO. PubChem lists a molecular weight of 52.46 g/mol and describes HOCl as the active form of chlorine in water.
It is chemically unstable compared with many conventional cleaning ingredients, which is one reason hypochlorous-acid systems are often generated or formulated under tightly controlled conditions.
What is the chemical formula of HOCl?

The molecule contains hydrogen, oxygen and chlorine. In water, HOCl can dissociate into hydrogen ions and hypochlorite ions:
HOCl ⇌ H+ + OCl−
The position of this equilibrium changes with pH.
Why pH matters so much in chlorine disinfection
CDC states that the microbicidal activity of chlorine is attributed largely to undissociated hypochlorous acid. As pH rises, more HOCl dissociates to hypochlorite ion (OCl−), which CDC describes as less microbicidal.
This is one of the clearest examples of why two chlorine solutions with similar total chlorine can behave differently. The amount of active chlorine is important, but so is the chemical form in which that chlorine exists.
Key distinction: total chlorine concentration alone does not describe the entire disinfectant system. pH changes the balance between HOCl and OCl−, which changes antimicrobial behaviour.
How is hypochlorous acid produced?
HOCl can exist when chlorine chemistry is dissolved in water under suitable pH conditions. Commercial hypochlorous-acid systems may also use electrochemical generation, often described as electrolyzed water technology.
EPA explicitly identifies hypochlorous-acid generators, including electrolyzed-water generators, as a category of pesticidal devices when they claim to kill or suppress microorganisms.
Is electrolyzed water the same as hypochlorous acid?
“Electrolyzed water” is commonly used for systems that generate chlorine-containing antimicrobial water electrochemically. EPA notes that electrolyzed water is another name used for hypochlorous-acid output in this context.
However, the exact output chemistry depends on the generator design, feed solution, pH, available chlorine and operating conditions. Facilities should therefore specify the generated solution rather than treating all electrolyzed-water systems as chemically identical.
What is hypochlorous acid used for?
PubChem lists HOCl as a disinfectant and notes uses associated with water purification and antimicrobial applications. EPA records also show hypochlorous-acid products registered for hard, nonporous surfaces in hospital, institutional and residential settings.
Some systems are used in food-contact environments as well. EPA states that in September 2022 it issued an exemption from the requirement of a tolerance for residues of the antimicrobial ingredient hypochlorous acid when used on or applied to food-contact surfaces in public eating places, subject to the applicable regulatory conditions.
HOCl is not a universal surface disinfectant
The fact that HOCl has antimicrobial activity does not mean every hypochlorous-acid solution is interchangeable. The finished product or generated solution still needs a defined concentration, contact time, surface claim and use instruction.
EPA’s product lists show that individual hypochlorous-acid disinfectants can have different contact times and use directions. Procurement should therefore be based on the specific product claim rather than the ingredient name alone.

Why HOCl is often discussed as a lower-pH chlorine system
When a chlorine solution is adjusted into a pH range that favours HOCl, a larger fraction of the free chlorine exists as undissociated hypochlorous acid. This is chemically different from a strongly alkaline sodium-hypochlorite stock solution, where the balance favours more hypochlorite ion.
That does not mean lower pH is always operationally better. Stability, corrosion, worker exposure, material compatibility and regulatory instructions all still matter.
How stable is hypochlorous acid?
Hypochlorous acid is chemically reactive and can lose strength over time. Light, heat, contamination, pH and container conditions can all influence chlorine stability.
For generated systems, this means the output should be monitored according to the equipment and product instructions. For packaged solutions, expiry and storage conditions are part of the specification.
Can a facility generate HOCl on site?
Yes, on-site electrochemical systems exist, but the machine does not remove the need for quality control. EPA’s device guidance makes clear that antimicrobial generators are regulated according to how they are sold and what claims they make.
A facility evaluating an on-site generator should ask:
- What available-chlorine concentration does the system produce?
- What pH range is maintained?
- How is output concentration verified?
- What is the validated shelf life after generation?
- Which surfaces and organisms are covered by the use claim?
- What maintenance and calibration does the generator require?
Is HOCl “safer than bleach”?
That phrase is too broad to be technically useful. HOCl products may be supplied at different concentrations and pH values than conventional bleach, which can change odour, corrosivity and handling characteristics. But safety depends on the finished formulation, concentration, exposure route and use conditions.
The correct comparison is between two specific products at their specified working concentrations — not between two ingredient names.
