GHS labels chemical hazards communicate करने के लिए standardized elements use करते हैं। इनमें तीन important text elements हैं: signal word, hazard statements और precautionary statements। ये product की hazard classification से linked होते हैं और इन्हें अलग-अलग warnings की तरह नहीं, बल्कि साथ पढ़ना चाहिए।
Signal words relative hazard severity बताते हैं
GHS दो signal words use करता है: Danger और Warning। जहाँ signal word assigned होता है, Danger मुख्यतः more severe hazard categories के लिए और Warning मुख्यतः less severe categories के लिए use होता है। अगर Danger apply करता है, तो उसी label information के लिए Warning साथ नहीं दिखना चाहिए। कुछ hazard classifications में signal word assigned नहीं होता, इसलिए signal word का absent होना अपने-आप यह नहीं बताता कि product में कोई hazard नहीं है।
Hazard statements hazard की nature बताते हैं
Hazard statement एक standardized phrase है जो hazard class और category को assigned होता है। यह hazard की nature और, जहाँ appropriate हो, उसकी degree describe करता है। इनमें flammability, acute toxicity, corrosion, serious eye damage या longer-term health effects जैसे hazards के statements हो सकते हैं। अगर एक product पर multiple classifications apply करते हैं, तो उस पर एक से अधिक hazard statements हो सकते हैं।
H-codes reference codes हैं, replacement text नहीं
GHS hazard statements के साथ H से शुरू होने वाले codes जुड़े होते हैं, जैसे Annex 3 में Hxxx codes। ये codes reference और data handling के लिए हैं। ये hazard-statement wording का हिस्सा नहीं हैं और जहाँ full statement text required है वहाँ उसे replace नहीं करना चाहिए।
Precautionary statements recommended protective measures बताते हैं
Precautionary statement exposure, improper handling या improper storage से होने वाले adverse effects को minimize या prevent करने के लिए recommended measures describe करता है। GHS में precautionary statements पाँच types में organized हैं: General, Prevention, Response, Storage और Disposal।
P-codes precautionary statements identify करते हैं
Precautionary statements के reference codes P से शुरू होते हैं। पहला number type indicate करता है: P1xx general statements, P2xx prevention, P3xx response, P4xx storage और P5xx disposal के लिए। H-codes की तरह P-codes भी reference identifiers हैं और जहाँ full precautionary statement text required है वहाँ उसे replace नहीं करना चाहिए।
Classification तय करती है कि कौन-से statements आएँगे
Label elements appearance या preference के आधार पर select नहीं होते। वे product की hazard classification से allocate होते हैं। कई hazard classes में classified chemical या mixture को multiple hazard statements और precautionary statements की जरूरत हो सकती है। Precedence और combination rules required hazard information preserve करते हुए unnecessary repetition कम कर सकते हैं।
Signal word और statements को साथ पढ़ें
Signal word relative severity का quick indication देता है, hazard statements बताते हैं कि classified hazards क्या हैं, और precautionary statements safer handling, response, storage या disposal के recommended measures बताते हैं। Signal word अकेले full risk describe नहीं करता, और precautionary statement अकेले यह नहीं बताता कि measure क्यों जरूरी है।
Enforceable label local rules तय करते हैं
United Nations GHS एक model framework है। Countries और regions इसे अपने laws के through adopt करते हैं और अलग GHS revision levels या implementation details use कर सकते हैं। उदाहरण के लिए, OSHA का U.S. Hazard Communication Standard classified hazardous-chemical labels पर applicable signal word, hazard statements, pictograms और precautionary statements के साथ product identifier और responsible-party information require करता है।
Practical label check
Chemical label review करते समय पहले product identity confirm करें। फिर pictograms, signal word, हर hazard statement और हर precautionary statement पढ़ें। Fuller hazard और control information के लिए Safety Data Sheet use करें, और relevant workplace तथा jurisdiction में applicable requirements follow करें।
